On November 19th, 2009, the Planning Commission voted to change all RL-80 land use designations to RL-40. This is a Tentative REcommended Land Use Map.
On December 12th, 2009, the PPG voted to approve a Potrero Land Use Map which changed over 2,000 acres to RL-40, but would retain the remaining original RL-80 designations.
Ultimately, the decision will be made by the Board of Supervisors.
The Referral Map is the map the Board of Supervisors created during the land use mapping phase of the project which incorporated a number of the property referrals that are not included in the Draft Land Use Map. This map has remained in tact from when it was endorsed with only one modification relating to an expired Specific Plan that needed to be remapped.
The Draft Land Use Map is the other map endorsed by the Board of Supervisors during the land use mapping phase. It is also the map where the Board directed continued refinements relating to meeting the Housing Element allocation and where additional modifications were made to achieve a more balanced road network. Changes to the map relating to the road network were primarily made in Valley Center and Alpine as staff continued work with the Planning Groups for these areas. In addition, land use changes include minor refinements and the above mentioned expired Specific Plan.
The Draft Hybrid Map strikes a balance between the Referral Map and the Draft Land Use Alternative Map. It includes the Housing Element site, the road network land use changes, and the other refinements to the map. It also incorporates the Referral Map changes that meet the project objectives and reflect the policy direction of the Regional Element.
To complete a reasonable range of alternatives for the Draft Environmental Impact Report (EIR) for the General Plan Update, an Environmentally Superior Alternative has been developed. The mapping portion of this reflects a more stringent application of the concepts and is more aggressive than the concepts in restricting growth in portions of the Semi-Rural and the Rural Lands Regional Categories. The Environmentally Superior Alternative would evolve as the EIR analysis identifies areas of significant impacts where changes in land use can reduce or alleviate the impact. Therefore, the map for this alternative is in a draft stage and will be modified as the EIR analysis progresses.
